依据2025年1月修订施行的《麻醉药品和精神药品管理条例》第三条第二款“麻醉药品和精神药品按照药用类和非药用类分类列管”的规定，公安部会同国家卫生健康委、国家药监局对现有《麻醉药品目录》《精神药品目录》和《非药用类麻醉药品和精神药品管制品种增补目录》进行了调整，形成了《非药用类麻醉药品和精神药品目录》，现予以公告。

最新版《非药用类麻醉药品和精神药品目录》不仅包括原《非药用类麻精药品管制品种增补目录》中的231个品种（原按照非药用类麻醉药品和精神药品管制的“依替唑仑”，现调整至《精神药品品种目录》）和芬太尼类物质、合成大麻素类物质、尼秦类物质3个大类，还包括从2013年版《麻醉药品目录》中拆分出的91个品种、2013年版《精神药品目录》中拆分出的74个品种（不再区分第一类与第二类精神药品），共计396个品种和3个大类。同时，根据国际纯粹与应用化学联合会规定的命名规则，对有关物质的中文化学名、英文化学名、CAS号和备注栏中英文简称或缩写进行了修改或补充，并对目录末尾注解进行了统一和完善，使相关表述更加准确、规范。

本公告自发布之日起施行。同时原《非药用类麻醉药品和精神药品管制品种增补目录》废止。
